Committed to providing excellent community service, the primary purpose of the department is to guide future growth and quality of life in the Town of Leesburg. This is accomplished by enhancing Leesburg’s special character, anticipating changing community needs, and facilitating the development of policies to ensure stewardship of the Town’s natural and built environments. Planning and Zoning staff is responsible for providing administrative and technical service to the public, as well as strategic support to the governing bodies that make decisions about Leesburg’s land use.

Crescent Design District is in effect as of March 1, 2013
The Crescent Design District amendments to The Official Zoning Map and The Zoning Ordinance are now in effect. These amendments were originally adopted by the Town Council on January 8, 2013 with a delayed effective date of March 1, 2013. The result of these amendments is the approved Crescent Design District encompassing approximately 428 acres and 215 lots in an area generally along E. Market Street, Catoctin Circle and South King Street north and west of the Route 7/15 Bypass. Properties in this area have been remapped from B-1, B-2, B-3, R-6, and PRN to Crescent Design District, proscribing new uses in accordance with the Crecent Design District Map.
