Bids shall be marked “Sealed Bid for Waterline and Sanitary Sewer On-call Construction Contract Bid Date – Friday, May 2, 2008 – 3:30 p.m.” Bids will be opened, and read aloud at 7 Wirt Street SW at that date and time. All questions regarding this bid must be received in writing or by fax at 703-737-6045 (no emails will be accepted) until but no later than 5:00 p.m. on Monday April 28, 2008. The contract will include installation or relocation of waterlines and sanitary sewers associated with the Town’s Capital Improvement Program. The Work will be assigned on an as-needed basis as task orders for a one-year term. This contract will be renewable for up to four additional one-year terms based on the mutual agreement of the Town and the Contractor. The Town reserves the right to perform all, part, or none of the work. Bid Documents may be obtained beginning Wednesday April 16, 2008 from the Department of Capital Projects Management for a non-refundable fee of $25 per set. The Town of Leesburg received bids for Refuse and Recycling Collections Services on April 29, 2008. Bids were reviewed for accuracy and compliance with the requirements of the Invitation for Bid. It is the Town’s intent to award an annual contract effective July 1, 2008 to the lowest responsive, responsible bidder, Con-Serv Industries, Inc., Sterling, VA.

DUE DATE 4/24/08 5PM The Town of Leesburg is soliciting proposals from qualified Offerors to provide investment management services and investigate options to create a trust to fund retiree health care and other post employment benefit (OPEB) liabilities in accordance with Government Accounting Standards Board (GASB) Statement 45. The primary objective of this Request for Proposal (RFP) is to seek proposals from firms with experience in OPEB trusts and investment management of OPEB trust assets. The Town intends to award a renewable contract that will meet or exceed the Town’s investment objectives of fiscal conservatism, flexibility, and adherence to the highest accounting and management practices as set by the Government Finance Officers’ Association. The Town intends to obtain the best possible return on all investments consistent with the underlying criteria of liquidity and safety of principal.

The Town of Leesburg has decided to participate with the VML/VACO Pooled Trust solution. Therefore, RFP #100161-FY08-08; OPEB Trust has been cancelled.
